Unlocking the "Sister-City Code": A Video Greeting Reveals the Bond Between Kunming and Dietzenbach

During the Spring Festival in the Year of the Horse, a video message from Germany traveled more than 8,000 kilometers to reach Kunming.

Recently, the Mayor and Deputy Mayor of Dietzenbach, Germany, extended their sincere Lunar New Year greetings to the citizens of their sister city, Kunming, in a special video message. They stated: "On the occasion of the Lunar New Year of the Horse, it is with particular joy that I convey our sincere regards from our sister city. Our cooperation with our sister city is steadily progressing. Over the past year, we have engaged in numerous mutual visits and exchanges, leaving behind many unforgettable and beautiful moments. Concurrently, I sincerely wish everyone all the best for the Year of the Horse, and may the coming year bring vitality and health to us all."

Speaking to the camera, Dieter Lange, Mayor of Dietzenbach, and Deputy Mayor Cengiz Hendek extended their Spring Festival greetings to the citizens of their sister city, Kunming. "Over the past year, we have engaged in multiple mutual visits and exchanges, creating many wonderful and unforgettable moments," they remarked.

Behind what appears to be a routine holiday greeting lies a friendship carefully cultivated over many years between Kunming—renowned as the "Lakeside Spring City" and "Scenic Floral Metropolis"—and Dietzenbach, a satellite city near Frankfurt, Germany.

From a Chance Stopover to a Partnership Sealed by Mail

The genesis of this story lies in a chance encounter.

In 2010, Kunming adventurer Jin Feibao passed through Dietzenbach during a layover en route to a competition in Greece. A brief visit unexpectedly made him as the “matchmaker” between the two cities. The following year, the Mayor of Dietzenbach led a delegation to Kunming, where the two sides signed a Letter of Intent on Establishment of Friendly Relationship. In the subsequent years, high-level exchanges continued and areas of cooperation steadily expanded.

It wasn't until November 14, 2019, the signed agreements were exchanged via mail, formally establishing Kunming and Dietzenbach as sister cities.

Completing their formal bond through mailed documents may have been a matter of procedural convenience at the time. In hindsight, however, it reflects the character of both cities: pragmatic and unpretentious—once committed, they move forward steadily, step by step.

Located near Frankfurt, Dietzenbach covers just 26 square kilometers and is home to approximately 35,000 residents, yet it is remarkably open and inclusive. Kunming, a major city in southwest China and home to 26 long-established ethnic groups, shares a resonant spirit—its "colorful diversity" harmonizes naturally with Dietzenbach's intrinsic international character.

When Kunming's Emblem Took Root in Germany

Whether a sister-city relationship has "tangible substance" hinges on its ability to leave a mark on the other's soil.

On July 26, 2022, coinciding with the 50th anniversary of diplomatic relations between China and Germany, a special "gift” was unveiled in Dietzenbach—the installation of Kunming's historic cultural emblem, the Golden Horse and Jade Rooster. More than 30 guests attended the unveiling ceremony, including Sun Congbin, Chinese Consul General in Frankfurt, and Mayor Lange of Dietzenbach. In his remarks, Mayor Lange pledged to further deepen and solidify the sister-city partnership.

With that, a symbol of Kunming was "planted" on foreign soil. It is more than just a plaque; it is a silent message telling every passerby in Germany that a Chinese city named Kunming shares a special bond with this locale.

Cultural exchange is always a two-way street. Earlier, Dietzenbach's celebrated artist, Ute Hauser, brought her signature work, Fashionable Mouse Ludwig, to Kunming, where it initiated a dialogue with Chinese audiences at an exhibition in the Spring City. Such reciprocal exchanges effectively dissolved the unfamiliarity, fostering mutual understanding.

Why This Sister-City Partnership Stands Out

In early 2024, Huang Yiyang, Chinese Consul General in Frankfurt, described the relationship between the two cities as "a model of local-level friendship between China and Germany" during Dietzenbach's New Year reception.

The term "model" is not used lightly. From Consul General Sun Congbin's description of the partnership as "a microcosm of the positive development of China-Germany relations" to Consul General Huang Yiyang's characterization of it as a "model," the assessments by the two successive consuls general reflect a clear and steady elevation in how the relationship is viewed.

Why Kunming and Dietzenbach? Perhaps because their partnership possesses all the elements of sustainability: strong leadership and consistent governmental support; cultural symbols—the Golden Horse and Jade Rooster in Germany and German artists in Kunming; and tangible outcomes, including cooperation in education and talent exchange.

In May 2024, a Dietzenbach delegation visited Yunnan Technology and Business University, where German education experts provided a detailed introduction to the "dual system" vocational education model. The two sides reached preliminary agreements on student visits, advanced studies, and employment channels. In November of the same year, Mayor Lange attended the 2024 China International Friendship Cities Conference in Kunming, where he shared insights on urban governance and highly commended Kunming's capabilities as a host city.

More importantly, neither side has treated the sister-city relationship as a symbolic gesture, but rather as a shared endeavor requiring sustained commitment.

A video greeting, if merely ceremonial, might be quickly forgotten. But when it rests upon years of mutual visits, exchanges, and cooperation—when the Golden Horse and Jade Rooster has taken root on German soil, and Germany's dual vocational system engages in dialogue with China's application-oriented education—then the greeting carries real depth and substance.

The Year of the Horse has arrived. In Chinese culture, the horse symbolizes vitality and forward momentum. The "horse" that these two cities have meticulously nurtured over years is poised to gallop even farther. Perhaps next time, we will see more German faces on the streets of Kunming, and hear more Yunnan dialects echoing in the neighborhoods of Dietzenbach. That embodies the most poignant vision of a sister-city relationship: thriving not just in official exchanges, but vibrantly alive in the tapestry of everyday life.
